Incident Management – 2023/24 Season Update

During the 2023/24 season, the Club received and investigated 399 reports across home and away fixtures. This marks a significant increase from the 195 investigations conducted in the 2022/23 season. This rise in reports reflects our ongoing efforts to raise awareness of matchday reporting methods and ensure that each report is accurately logged and thoroughly investigated.

According to a survey conducted by the Club, only 6% of fans reported experiencing antisocial behavior on matchdays, a reduction of nearly half from the previous season. This reduction is a testament to the effectiveness of our incident reporting and management processes.

All reports we receive are handled and investigated by the Club’s Safety team, who work closely with opposition clubs and local police forces when necessary. In many cases, issues are resolved on the spot, with no further action required beyond the matchday outcome.

However, there are instances where investigations cannot proceed due to inconclusive evidence. In such cases, we implement follow-up measures at subsequent fixtures to gather additional evidence and prevent reoccurrences. If an investigation finds that an individual has committed a behavioral or ticketing offense, a sanction is issued according to the Club’s Sanctions and Banning Policy.

The outcomes of the 399 investigations conducted during the 2023/24 season are as follows:

  • No Further Action Beyond Matchday Outcome: 155
  • Club Ban: 121
  • Warning: 60
  • Police Investigation: 29
  • Ticketing Point Reduction: 9
  • Reported to Relevant Authority: 9
  • Internal Investigation: 6
  • Ejected: 6
  • Ticket Access Reduction: 2
  • Suspended Under Investigation: 1
  • Account On Hold: 1

We believe that reporting antisocial behavior directly contributes to its reduction. We hope that fans will continue to work with us to ensure that matchdays remain safe and enjoyable for everyone.

Fan Education

Discrimination of any kind is not tolerated at Tottenham Hotspur Stadium, and it has no place in football. We are committed to taking strong action against any supporter found to have used discriminatory language or engaged in discriminatory behavior, including issuing Club bans.

In addition to sanctions, we emphasize education as a key tool in tackling discrimination. Before any sanction is imposed, a supporter will be invited to attend an educational session with an independent equality and diversity specialist. Positive engagement in these sessions may lead to a reduced sanction. However, failure to attend the session will result in the strongest possible sanction being issued.

Sanctions and Banning Policy

The Club’s Sanctions and Banning Policy is reviewed on a seasonal basis to ensure it remains effective and fair. For the 2024/25 season, the policy has been updated to reflect our ongoing commitment to maintaining a safe and inclusive environment for all. This includes a stricter approach to repeat offenders and enhanced measures for monitoring and addressing incidents of discrimination.

We encourage all supporters to familiarize themselves with the updated policy, which outlines the range of sanctions that may be imposed, from warnings to lifetime bans. The policy is designed to protect the values we hold as a Club and to ensure that everyone who enters Tottenham Hotspur Stadium can do so in an atmosphere free from fear and intimidation.

As we approach our home opener against Everton, we ask for your continued cooperation in reporting any incidents you witness. By working together, we can ensure that our stadium remains a place where everyone feels safe and welcome.
